The client is a strategic nickel mining company operating as part of a large multinational industrial group with global-scale investments in the nickel downstream sector, including integrated industrial estate development. The company plays a critical upstream role in securing a sustainable nickel ore supply chain that supports key global industries such as electric vehicle (EV) battery production and stainless-steel manufacturing.
Currently, the company is focused on a major mining concession in North Konawe, Southeast Sulawesi, which is in the exploration and infrastructure development phase. Key activities include land clearing, construction of hauling roads, and development of a strategic jetty (port) to support future logistics and export operations. Operating under international corporate standards while adhering strictly to Indonesian mining regulations, the company is committed to implementing Good Mining Practices (GMP) across all stages, with strong financial and technological backing that supports its transition toward full-scale mining operations.
Job Role:
The HR Manager is a strategic and operational leader responsible for building and managing the human capital foundations of the organization. Reporting directly to the Director, you will oversee the entire employee lifecycle, from high-volume recruitment for mining operations to industrial relations and payroll management. As site activities expand in North Konawe, you will play a critical role in ensuring the workforce is not only technically competent but also aligned with Indonesian labor standards as well as international corporate expectations.
The role requires close coordination between head office and site operations, ensuring HR policies, systems, and practices are effectively implemented to support both operational growth and organizational stability in a remote mining environment.
Key Responsibilities:
- Lead strategic talent acquisition for both head office and site-based roles, including engineers, geologists, site managers, and administrative staff.
- Manage industrial relations by building and maintaining strong relationships with local communities and labor unions in Southeast Sulawesi, while ensuring full compliance with Indonesian labor regulations.
- Oversee compensation and benefits administration, including payroll processing, BPJS management, and development of competitive allowance and incentive structures for site-based employees.
- Develop and standardize core HR frameworks such as employee handbooks (PP), SOPs, and performance management systems (KPIs) from the ground up.
- Support organizational development by bridging communication and alignment between expatriate management and the local workforce.
- Coordinate HR operations at the mining site, including camp management, transportation, and occupational health & safety (K3) compliance support.
Candidate Requirements:
- Bachelor’s Degree (S1) in Psychology, Law, or Human Resources Management with a minimum of 8+ years of experience in HR Management, including at least 3 years in the mining industry with strong understanding of site labor dynamics.
- Strong expertise in Indonesian labor law (UU Ketenagakerjaan & UU Cipta Kerja), with proven experience in mass recruitment, industrial relations, and dispute handling.
- Experienced in compensation and benefits management, including payroll, BPJS administration, and handling expatriate-related processes such as work permits (IMTA/KITAS).
- Strong leadership and communication skills with the ability to work effectively in both head office and remote site environments, including willingness to travel to mining locations.
- Professional fluency in both Mandarin and English (written and spoken) to support coordination between expatriate management and local teams.
