Client Overview:

Our client is a foreign multi-entity group that has been registered legally in Indonesia. Based in Bali, it is a property development company that develops hospitality businesses across Lombok and Sumbawa.

This recruitment is highly confidential as the company is undertaking major development projects in Lombok, and has entrusted us to discreetly identify a senior leader capable of overseeing full-scale construction delivery across multiple project sites. Candidates must maintain strict confidentiality about the role and the company throughout the process.

Job Role:

The company is focused on delivering high-quality, large-scale developments with strict discipline, strong governance, and effective coordination among contractors, consultants, and internal teams. They require a leader with deep construction expertise and the ability to represent management firmly and professionally on-site.

The Head of Project Delivery & Construction will lead the full delivery of all company’s projects from early construction through handover, while representing the management on-site, drives discipline across contractors and consultants, and ensures quality, compliance, safety, and timely delivery in line with project objectives and masterplan requirements.

Key Responsibilities:

  • Oversee end-to-end construction delivery across all project sites, ensuring alignment with approved designs, specifications, and masterplans.
  • Coordinate daily with Project Managers and site teams to resolve design, engineering, or sequencing issues promptly.
  • Monitor project progress, milestone readiness, and site productivity across all work fronts.
  • Implement and enforce quality control systems for civil, structural, architectural, and MEP works, including supervision of materials and workmanship.
  • Ensure all work meets developer standards, national regulations, and permit requirements.
  • Supervise tests, inspections, and sign-off processes with consultants and contractors, and lead corrective actions for non-compliance or poor quality.
  • Ensure all site activities comply with regulations, permits, and development requirements, maintaining documentation of variations, as-builts, test reports, and compliance submissions.
  • Support technical audits, regulatory reviews, and inspections by authorities.
  • Monitor project costs, variation claims, and potential overruns, implementing early risk mitigation measures.
  • Ensure design changes and site instructions follow governance and control processes.
  • Lead coordination with contractors, subcontractors, and suppliers, enforcing performance standards, schedules, safety protocols, and reporting.
  • Conduct weekly coordination sessions and ensure clear responsibilities across all parties.
  • Enforce strict HSE (Health, Safety, and Environment) protocols, performing audits, safety walks, and toolbox sessions regularly.
  • Ensure incidents are reported, investigated, and closed with corrective actions.
  • Provide weekly executive-level reporting on project progress, risks, and compliance.
  • Serve as the primary construction representative to the developer’s leadership, ensuring transparent and timely communication with all stakeholders.
  • Lead post-construction reviews, capture lessons learned, and identify process improvements for future phases.
  • Support the transition from construction to operations, ensuring readiness for project handover.

Candidate Requirements:

  • Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related engineering discipline.
  • Professional certifications in construction, HSE, or project management (e.g., IPM, PMP, SMK3, or equivalent) are advantageous.
  • Over 10 years of experience in construction management, project delivery, or engineering leadership within relevant industries such as property development, real estate, construction & engineering, infrastructure development, hospitality/resort development, industrial estates, or large-scale facilities construction.
  • Experience representing developers or management on multi-phase or multi-site projects.
  • Strong technical expertise in civil, structural, architectural, or MEP works.
  • Proven ability to manage contractors, enforce accountability, and resolve complex site issues effectively.
  • Familiarity with Indonesian regulations, permits, and HSE standards.
  • Strong communication skills and disciplined reporting for both site and executive-level stakeholders.
  • Agile, energetic, and capable of managing multiple project sites simultaneously.
  • Proficient in English, both written and spoken, for regional reporting and communication.
